We work throughout the Pacific West with urban and rural organizations of all sizes, sectors, and specialties—from the arts to disaster recovery to economic development, and more. Working Toward the Greatest Good - Select Initiatives

In addition to supporting direct service nonprofits and funders individually, Kelley NPC works at their intersection. We serve as an amplifier and multiplier in our collaborative work toward the greatest good. Kelley NPC spearheads several other collective impact initiatives that strengthen networks and improve coordination while building capacity and leveraging funding along the way.


●     Federal Readiness and Leverage Fund: Reducing barriers to federal funds, increasing capacity in Oregon’s rural and underserved communities, and strengthening avenues for collaboration across public, philanthropic, and nonprofit sectors. The Federal Readiness and Leverage Fund (FRLF) is a single access point through which grantseekers share requests with multiple grantmakers.

Due to the current uncertainties in the federal and state funding landscape, the FRLF is also accepting requests from impacted organizations and jurisdictions in need of emergency support. While the FRLF cannot guarantee full or partial funding, by submitting an emergency request, you can help Oregon funders better understand current needs related to federal funding changes - and help the FRLF team advocate for increased support and coordinated action.

●     Oregon Disaster Funders Network: Leveraging philanthropy’s ability to reduce the negative impact of disasters on underserved and disinvested communities; collaboratively supporting communities through all aspects of the disaster lifecycle.

●     POIC Statewide Violence Prevention and Intervention Grantmaking Initiatives: In 2021, POIC launched the Public Safety Village, an innovative grantmaking model led and managed by Kelley NPC designed to address the rise in community violence. Building on this foundation, POIC received $2.5 million in 2022 through the State of Oregon’s House Bill 4045, which provided capacity-building grants to qualifying organizations focused on violence prevention and intervention across the state.

Following the successful 2022-2023 pilot of the Statewide Violence Intervention and Prevention grants, POIC entered year two of its grantmaking program with three million dollars to distribute (an additional $500,000). This phase included renewed funding for previous grantees and new grants for additional organizations. For both allocations, Kelley NPC has managed all related grantmaking processes, supported application evaluation, and continues to provide all technical assistance to grantees.
